I think publishers do authors a disservice if they don't make it clear about reissues. People expect a certain level of writing from their currently favorite authors and if they aren't warned that the book they're buying is an early effort, they can be stunned.

I generally enjoy Nora Roberts' romances, but there are a handful of her earliest Harlequin releases that are ... well ... IMO stinkers! I've seen them reissued time and again with no warning about how old the books are.
