For Kindles you wouldn't need to embed a font, because its system fonts natively support small caps (in KF8 files).
As for Charis SIL, IIRC, Amazon
advised against font embedding in general and embedding Charis SIL in particular, but didn't explicitly
prohibit it.
Has Amazon rejected one of your clients' books because Charis SIL was embedded?
