Most people I know can no more write regular expressions than they can enumerate a set of Latin verb declensions

It demonstrates only that your assertion that the other case change operations were not in bulk metadata update was false. Also, there is no need to write regular expressions, as shown by the attached screen capture.
As for inferring pro or con "Anglosphere cultural bias", je n'en sais rien. Vos allégations sont trop subtiles pour moi.
