Well,

the short of it is, the text has to be live text, not text embedded within the image, otherwise, you cannot make the text into links (or some text into links). It's as simple as that. The "template" you have may or may not accommodate that. Most of the templates I've seen floating around the Net are simply for slapping images into a pre-defined page layout format, with no live text. Obviously, I don't know how you obtained yours, or if you made it...you didn't say.

But, the bottom line is, you won't be able to make this book with embedded text into the jpgs, if I understand the question correctly. Your text will have to be live, and correctly floated atop the background images, so that you can create the linked text portions. That's how you'll have to do it. You'll create the links in the HTML.
