Seems a shopping cart is imminent (unless they use Blizzard's definition of the word).
After my CC issues and contacting Kobo help complaining, I received this reply:

Went to check their site since it wasn't there this morning. Not surprisingly I couldn't find it. Resorted to their chat help and got told:

We are still working on the website to better please our customers and that is why you are not able to locate the shopping cart as yet. We hope to resolve this issue as soon as possible.
So it's not currently available but will still be added?
N T: Yes the shopping cart will be added to the website as soon as possible.

Hopefully 'as soon as possible' really does mean soon.
