It's nowhere near ready for a beta yet. However, with the next release of calibre you will be able to launch it as a standalone program like this

calibre-debug -t file.epub

But please, backup your ebook before using it and if you do use it, expect there to be lots of bugs.

Integration into the main calibre GUI, to replace the existing Tweak Book feature will come much later.
