The tl;dr version:

Kobo Kid's store limits a kid's account to only child and YA titles. It also limits how much a kid can spend; the parent account has to give the kid account the equivalent of gift cards.

I don't like how it treats the accounts as separate, but this is a good first step for Kobo.
