The Kobo book STORE, yes. The Kobo Reader? No.

When you plug the reader in to your computer - as I assume the OP will do since s/he wants a reader without WiFi - the computer sees the reader as just another flash drive. Copy and paste epub, txt, or PDF files on to your Kobo "flash drive" and disconnect it and you can read the books without issue.
