Yes. You're still able to click on the "Buy Now" (old) or Price (new) button if you are looking at a list of books. But that just takes you to the book's details page.

In old Kobo, a "Download ePub" or "Adobe DRM ePub" button appears in place of the Buy button.

If you are looking on the new Kobo, the buy button is replaced with a "View in Library" button.
