I just had a book refunded for this same issue, it's very frustrating and it's explained as a published choice to not offer "alternate" download options. If you use a Kobo App you should be able to read it that way. Depends on how much you want to read the book I guess... I've had no issues receiving refunds/credits for books that can't be downloaded.

But at least it's in your library! I just bought another that isn't showing in the library at all.
