When you create (or sometimes when you make a change to) a custom column (library specific setting) you are told that you need to restart for the change to take effect. This is not completely true as switching to another library and then later switching back to the library you made the change in, is also enough to have that change activated or take effect. Yet you still need to restart first before you can change settings again.

Could this be changed so it also clears the restart flag on library change? Since the only reason for the restart is to reload the library specific settings, the same occurs when switching libraries which does not require restarting.
