Assuming the Windows tablets use the same 10.1" diagonal, 16:10 aspect ratio, calculations would be the same regardless of whether it's Android or Windows.
There are upcoming Haswell-based tablet/laptop hybrids but I expect they'll be quite pricey. I'm interested in the 13.3" Transformer T300. However, I reckon that'll likely cost $1K minimum so not exactly for the price sensitive.
Just did the calculations for a couple other sizes:
13.3" 16:9: 6.5" x 11.6"
A4 fit to screen: 6.5" x 9.2" (11.3" diagonal, 1.2" margin on top and bottom)
Letter fit to screen: 6.5" x 8.4" (10.7" diagonal, 1.6" margin on top and bottom)
18.4" 16:9: 9.8" x 15.6"
A4 fit to screen: 9.0" x 12.8" (15.6" diagonal, 1.4" margin on top and bottom)
Letter fit to screen: 9.0" x 11.7" (14.8" diagonal, 2" margin on top and bottom)
13.3" would give you very close to actual paper size particularly if you trim off whitespace/margins.
