I'm in Hong Kong. 100 percent of the times I've compared, I've found the Hong Kong dollar price to be an exact conversion, at the current rate, from the prices on the Kobo USA and Kobo UK sites. In some cases, the UK prices are lower, in others the US prices lower, so I have the advantage of having both offered and being able to choose the better price. I suspect this may be what you're experiencing in Taiwan: you're comparing a UK edition price with a US edition price, and they are rarely the same. Easiest way to check this is to search a book by title, rather than by author, and you'll see both editions on the same page.
