It's not "From the start of the Windows Welcome screen on boot-up to ready.... 9 seconds." That should have read 'from the press of the power button to ready.'
From the Welcome screen to ready was less than 3 seconds.

It's the unspoken corollary to this that is the real rant; I no longer have time to go to pee between starting the computer and boot-up.
