iPad 3 would be the perfect fit there. And the $400 price tag for an early 2012 iPad could be considered reasonable. If you say, "points of sales don't need Retina," that may be true, but in that case, the price really seems out of bounds.

I have a fairly vivid imagination, but can't imagine a reason for buying an early 2011 tablet in 2013-4 for a 2012 price. The only realistic scenario I can come up with for someone buying an iPad 2 in October 2013 or later at $399, is that person not clearly realising what it is they are buying.
