Yep, the httpd applet is built into the busybox shipped with UBNetwork.
I can't recall the particulars of this, but do check you do mean the right thing by 'root'. (i.e is it supposed to be at the root of the fs (/), or at the root of the userstore (USB) (/mnt/us)?)
