One could write a script that traverses the library directory tree and copies the cover.jpgs to another folder renaming them on the fly to <parent folder name>.jpg - the parent folder name is unique as it incorporates the book id.
Then do whatever takes your fancy with that folder of images - e.g. make a pdf, with hot linking from contact sheet(s) to images, check boxes to tick to request the book... etc

The contact sheet was so someone could just LOOK at the covers (the OP's request)
I don't quite understand the reasoning for not just:
a) delivering the Catalog (as a book)
b) setting up a content server access
Because ,; to be able to 'Read',, one would
assume they had access to a
compatible device
