PeterT is correct. Plus, the Kobo Mini's hardware would scarcely be capable of running Android. It's (the hardware) pretty lightweight.
There's a thread around here on installing Debian GNU/Linux on the Kobo and turning it into a sort of GNU/Linux tablet.
