Bever, the short answer is yes: in fact that's the default behavior on Kobo E Ink devices (Touch, Mini, Glo, Aura, Aura HD) with book you've bought directly on the device. At the bottom of the screen you'll the Chapter name / number and a page count FOR THAT CHAPTER:

If you're going to be downloading content from other sources (by plugging your device into your computer with a USB cable), the default is to show the number of pages in the entire book -- but there are ways to get it to do the by-chapter page numbering for those, too.

This is one of my favorite Kobo features; I find it very handy knowing how much is left in a chapter (because it spurs me on to finish the chapter).
