i think it doesn't support frames.
I did a html2epub index.html
and had as an answer the text inside the <noframes>

<NOFRAMES><BODY ALINK="WHITE">VOTRE NAVIGATEUR NE SUPPORTE PAS LES FRAMES</BODY></NOFRAMES>
