Help with reference please

I preparing an ebook for the MR library of The Sketch-Book of Geoffrey Crane, Gent. written in 1820 by Washington Irving, and have come across a reference I can't trace. The text has 'learned Scriblerius contemplated his Roman shield,' and Scriblerius is not known to Google or Wikipedia. Does anyone know who he was and where the original text came from?
