It is probably timezone rather than locale. Dates in calibre tend to be stored as timestamps with the timezone set to UTC. My guess would be that somewhere there is a conversion that uses the PCs timezone setting for the input date. The conversion to UTC makes this one day earlier. Or, it could be that the date is stored assuming UTC but calibre displays the date in your timezone.
