I receive my newspaper via wifi or 3G anywhere in the world. I travel regularly to India. I have been to China, Korea, the UK, France and Spain. No problem whatsoever. I even bought and downloaded new books and samples while traveling. That is what the Kindle (with 3G) has been made for.
You will have no problem. Probably, what you are referring to is when peaple stay for longer periods in foreign countries, maybe several months. That could be the case when Amazon might ask questions or identification. Or maybe that was just rumours I picked up years ago.
