Folks newly signed up to Dropbox no longer have a folder called public folder. Because any file in any folder can have a public link created. That is why all of the instructions for this are so old. Also folks who gave out there library Dropbox url did run the risk of DMCA complaints and Dropbox did close some accounts.

chaley explained the Dropbox options, but if you have enough room on your device you can do what I do and use Calibre Companion android app to access your books on your tablet and open them in Moon+ Reader.

I choose to keep my entire 10,000 book library on my device. Previously on a tablet with less room I kept about 2000 books. Either way I had a substantial list of books to choose from at my fingertips.
