Why does the dropbox folder need to be public? Are you looking to give access to your library to people other than you? Of so, then you indeed well risk getting your account shut down if your library contains copyrighted material.

If you want to offer password-protected general access to your library then you need cloud storage that uses credentials that you are willing to give away. I do this for my family by hosting a calibre content server on a VPS, something that costs me money. Others host the server on a home machine that is exposed to the internet. Some others create a cloud storage account used only for this purpose ASB share the credentials, but the cloud company could decide to shut you down if they conclude that you are violating copyright.
