There are many ways to move books around and to access them on demand. Which to use, if any, depends on many factors. For example, calibre2opds works fine with dropbox to duplicate a library onto a device, especially when paired with dropsync. Running your own calibre content server may be the right solution, especially when paired with an appropriate client; this is what I do along with using calibre companion for metadata updating. Some use calibre's connect to folder function to maintain a folder of ebooks that are copied around using cloud services. Calibre companion satisfies in many situations, especially when the needs are related to accessing metadata. And so on. Without knowing any details about how access should work, what problems have been encountered, what app integration is required, what kinds of clients need access, and what "adequately secured" means, it is very hard to provide any detailed suggestions.
