Nope it's maliciously hidden behind 2.8.1 as if to confuse those that might use that patch thinking it's going to work fine on their 2.8.1 and then, I don't know, whatever goes wrong due to the fact that this firmware is not letting the patch work, maybe a bricked reader for all we know.
Also when a new firmware is released, there is a list of the bugs it fixes or improvements it applies.
Please tell me what improvements or bug fixes 2.8.1b brings with it, I'd love to know ?

Kobo has done small releases with no firmware number change in past to fix issues with a small number of devices. If they don't change the firmware number it doesn't get pushed to everyone, but anyone upgrading to that firmware version gets the new version, but others (for whom the fix doesn't affect anything) don't need to bother getting it. In this case the Kobo devs have said it was to fix an issue with demo units, so it doesn't make sense to push it to every device.
You can argue whether it's right or wrong if you want, but the reality is that the convenience to the majority of users of not having to download a new update (which will do nothing obvious for them) outweighs the potential risk of a small number of users having an issue with an unofficial patch.
As jackie_w said, this isn't malicious, it's just a reality that if they change something in the firmware plugins/other patches may not work until they get updated to point to the right place again.
