Whether or not IE11 can be downgraded to IE10 on the RTM version of 8.1 seems to be a bit of an unanswered question. It can certainly be removed as a Windows Feature but that doesn't mean that I'll suddenly have IE10 as IE10 doesn't come with the RTM release. An employee of TechNet support has stated that it cannot be reverted to IE10 but I am aware that I'm likely to find 50 different answers on the web. This was stated at

But this is kind of besides the point. One of my reasons to install 8.1 is to discover the problems that it, and IE11, may introduce. Reverting to IE10 hardly helps in that goal.

I am aware there is no uninstall option for Win 8.1 itself but for the preview of IE 11 itself there is.
