I've got a lot of books that have that same setup: full-screen svg cover followed immediately by a full-screen svg title page. The only difference being that they're both are jpegs instead of pngs (and they're not identical sizes). They all work as expected in 2.4.
Clearly you're running up against a bug of some kind (perhaps in the handling of the PNG format?), but I can't seem to duplicate it. Hopefully it gets fixed for you in an update sooner, rather than later.
