I'm on an Android 4.04 ICS device, and have no issues with my microSD card. In fact I've been using it for ebook storage since I started using CC, and also CC doesn't seem to have any widget functionality, last I checked. So I doubt it's anything you mentioned.

@snoozer: Do your other installed apps have any issues reading/writing to /mnt/extsd/? Is your device seeing it correctly mounted? Sometimes it's the SD card itself that's the problem.
