The best way I know of is to click on "ebooks " toward the top of the site. The other choices on that line are for tablets or readers. The new page will have a short categories listing. You can though click on it and see all of the categories. Choose the one you are interested in and then sort low price to high. The free books will come up first.

It sounds more complicated than it really is.

Edit: Another great source of free books you can read on Kobo readers would be the digital collection of your local library. There are probably instructions on your library website. The librarians can also help you get started.
