I always choose Continue without scanning because I've been assuming that Win7 has no idea what the data on a Kindle Fire is supposed to look like ... I know it's a computer, but it's using a different OS and I didn't want to take any risks.

That indicates you have a problem with the FAT partition on your Kindle. If you are getting it every time you connect then backup and let windows do a scan and fix--will only do a scan of the FAT partition. If problems are found windows will fix them.
