A couple of thoughts...

1. Perhaps because Michael, a mere human, was able to kill a dragon.

2. Michael does not kill indiscriminately.

3. Some of these groups seem to have the attitude that if you do not have the strength ( or are too stupid ) to beat an opponent you deserve what happens to you.
