I've bought every Kindle since my first, the Kindle Keyboard, and each time I've wanted the 3G version but didn't get it. I'm also retired and don't really need 3G most of the time, and money is tight.
I also got the Paperwhite without 3G. But it kept gnawing at me. I finally broke down and bought a second Paperwhite with 3G. I also got a cover for it so I can feel comfortable taking it with me the occasional times I'm away from home.
The truth is that the 3G just isn't needed in my case. At the same time I feel so good about having it for the few times I do need it that I can't imagine not having it now.
I've already decided I'm saving for the new Paperwhite with 3G. It'll take a couple of months. I probably won't be able to get it when it first comes out, although I may. I definitely want 2 Kindles for myself and I want both of them to have 3G. I'll use my old Wifi Paperwhite the way I use my Basic Kindle now, for lending to friends and family.
I guess my point is that if you really do have a choice and can manage to get either one, sometimes it's worthwhile getting what you want even if you don't really need it.
