I'm not sure how the android app works (my Glo doesn't have a remove from cloud option), but if you log onto the Kobo website and can find the book in the "PURCHASED" list under "MY LIBRARY", you can bookmark it to get it back.
But it is possible to delete it from the "PURCHASED" list too, and if that is what the app means by remove from cloud, and it is not in "TRASH", then I think you will need to email Kobo help to get it back.
