I send the book to K4PC when buying then I throw them in Calibre where DRM doesn't matter. I then delete them from K4PC as it chokes on alot books. I have two Libraries for this. One for Free Kindle books and One for Paid Kindle books. If I want to read one it's copied to my TBR Library where it's cleanup and converted for my Kindles then the finished copies of epub/mobi are sent to Dropbox where I can then send the mobi to my personal documents cloud if needed.

I have deregistered/reregistered my Kindle 4PC numerous times and have never had to redownload books. And I was able to access my books the first time I reformatted earlier last month. I've always still been able to access them without issue. This was the first time I've run into this problem.
What is strange at that I was still able to access a number of books, some of which had DRM. There was no rhyme or reason to it. But apparently Amazon does add DRM to some Carina and Samhain titles, so I did learn something.
I don't think I've ever actually read a book in the kindle4PC app. But I have to have it since I do not have an actual Kindle.
