I was just referencing things as they stand. If I were to remove all tags, <div> and <p> etc... Then what is in the comments section seems to match up fine with the system font size. But obviously there isn't even basic formatting.

I agree, if you have the option to go to Rich text then the default should be HTML for the comments.
