On my Aura, when I had it set to power off, the power button worked to power it on even with the screenshot functionality enabled. Playing with the power button while it was loading, the screenshots functionality didn't seem to work until the end of the boot process.

In the case of the Mini, I'd suspect that once you hit the reset button, the power button would work normally until the reboot was completed.
