I cant reproduce this, steps I tried:

1) Select two books with ratings of 4 stars each
2) Click the edit metadata button and set the rating to 0 stars
3) Click OK
4) The count of four star rated books in the Tag Browser decreases by two

However, there were some changes to the way ratings of zero were handled after the 1.1 release, so it may be that those changes fixed this as a side effect. Try with the next release and let me know if you can reproduce it.
