You attribute malice where it seems much safer to assume that it's a historical artifact. Amazon bought MobiPocket, which used the .mobi format and made the most minor of tweaks to the DRM format. Once they had invested in that infrastructure, changing it would introduce a high cost vs just sticking with it. It's obviously not hurting their business in any appreciable way, so why would they bother? The vast majority of users have no clue, nor do they case.
