They changed the site design a short while back, there are a few threads about it, mainly complaining about what they did.

I have checked my account and I do have it set to "show me standard checkout". But when I get to the "Buy Now" step only my credit card is shown as a payment option. I have now tried it on two different books with two different publishing houses. I must be missing something because I still can't find the paypal option
