I can say with certainty that CC doesn't specifically require an SD card. However, it does want to be able to create the folder where books go, which in Android terms goes on the "SD Card", over which we have zero control. In all cases we have seen up to yours, if there wasn't a real SD card in a device then it defaulted to main memory. If GP support is right then your device is different.
All that said, if it is paid apps that fail then I suspect the problem is in the Google Licensing Service, not the apps themselves. Not that it matters ...
