This is the way it has worked for a while now with Penguin ebooks.
When you go to download a book for Kindle from the public library - via
Overdrive through your computer's web browser - the download button will take you to an Amazon page, where you need to choose the device to which you wish to download the ebook (wirelessly, except for Penguin). Only after this step will the book show up in the Kindle archive.
Here's what the download page on Amazon looks like (click on the pic to see a larger image):
The book won't show up in the Kindle's archive or under Manage Your Kindle until I click the yellow
Get LIbrary Book button on the right.
