I think what they're trying to say is that you need to order your books right when you get to campus for the semester, and then you need to return them right after your exams.
Basically they're trying to limit the damage and loss of their goods when they're sitting on the floor for a month before you go back, in the car, and as non carry-on luggage on buses and planes.
