Amazon doesn't charge until item is shipped. (So for Kindle books the charge doesn't appear until day of release).
Kobo, B&N, Carina Press, Samhain, etc. all charge at the time of the order. Which I don't necessarily mind as that way I don't forget about it. Plus I like ePub. Kindle books don't always convert as nicely as I would like.
I see that Sony has some books available for pre-order now, too. Their rare coupons should work with their pre-orders since they have a cart.
