I'd just get a referral number and give it out. Not a satisfactory solution, admittedly, but probably better than trying to get rid of them, particularly if you're in a business and don't want to offend prospective customers. (Or potential neighbors!).

We have a store. If they want to contact the owner of the store we advice them to send a letter to her store, the mailman delivers them to us and she picks them up once a week. If they want to contact the owner of the building we give them the name of the foundation.
I try to stay friendly but when I get called a bitch because I refuse to give out a non-listed telephone number or if I haven't got the contact details of the foundation at hand I tell them goodbye and hang up.
I expect it will be a while longer, in the next couple of weeks they start stripping the building and they don't expect that the store will open in 2013.
