Everyone involved wanted to raise prices in all outlets. They got together and came to an agreement that forced the raising of prices in all outlets. Sounds like occasions when government officials flout open meeting laws by proclaiming that their meeting isn't a meeting.

This argument seems like a poor strategy. My impression is that judges like to see a measure of contrition when handing down sentences.
