The Consortia Center is a licensee of the trademark. It's managed by a different team than the main Project Gutenberg. If I am remembering correctly the goal of the Consortia Center was to collect public domain texts from elsewhere on the web and curate them together. I don't know what their policies are, or how they intend to limit the texts posted to PD.
