The bit concerning not copying the book is the preceding paragraph, but that also is "[...] without the prior permission of the publishers"

Eh? Not sure I'm with you there and unfortunately I'm not in a position to review whether amazon's listed it as DRM free.
The author is saying you cangive the ebook to others to read, but it's connection (the author and the book) to Soho Noir is unclear to me.
