Interesting answer! If it won't boot up, how is he/she supposed to get to the menu to go into settings??
Try pluging it in to charge, and then try to power it up by holding start in for up to a minute to boot it up, the go to settings, factory reset. If that doesn't work, there is a thread here somewhere that has a fix for boot problems, maybe in the developer discussions.
